LTOPF CARAVAN HELD IN PANGASINAN

The Provincial Government of Pangasinan under the administration of Governor Amado I. Espino III initiated the conduct of License to Own and Possess Firearms (LTOPF) and Firearms Registration Caravan 2021 held on October 21, 2021 at the Narciso Ramos Sports and Civic Center Gymnasium.

The Provincial Disaster Risk Reduction and Management Office (PDRRMO) in coordination with the Regional Civil Security Unit 1 (RCSU1) facilitated and organized the caravan. The PDRRMO assisted in coordinating the required certifications and took care of the logistical requirements for the conduct of the activity.

“Napakalaking tulong ang ibinigay ng Provincial Government of Pangasinan. They provided the venue and transportation po ng ating team and other requirements for the LTOPF caravan. Kung wala po yun, mahirap po para sa amin ang pumunta dito. Maganda at maayos rin po ang ating caravan ngayon dahil sa pagkakaroon ng pre-registration ng mga nais mag-renew o magparehistro ng kanilang firearms,” said RCSU1 Assistant Chief Police Lt.Col. Regina Abanales.

Government officials as well as private individuals from different cities and municipalities of the province participated in the caravan.

“Maraming nagparegister online, pero limited lang yung kayang tanggapin ng Regional Medical and Dental Units (RMDU) sa neuro-psychiatric test which is one of the requirements sa LTOPF,” Police Lt.Col. Abanales added.

According to Police Lt.Col. Abanales, the overall purpose of the activity is to extend registration services to the public especially during this COVID-19 pandemic and at the same time reduce the number of unlicensed or loose firearms in the province.

Meanwhile, those who participated in the renewal and registration highly appreciated the conduct of the activity in the Province of Pangasinan.

“Para sa akin, napakaimportante na irehistro ang ating mga firearms para maging valid ang ating mga hawak na firearms. Nagpapasalamat ako sa Provincial Government at kay Gov. Espino sa pag-initiate nila ng LTOPF registration dito sa probinsya. Sana magkaroon pa ng marami pang LTOPF sa iba’t-bang bayan para makapagrenew o rehistro ang iba pa nating mga kababayan,” said Roger Darapiza, renewal applicant from Sison, Pangasinan.

The renewal and registration of firearms is in compliance with Republic Act 10591 otherwise known as “An Act Providing for a Comprehensive Law on Firearms and Ammunition and Providing Penalties for Violations Thereof.”

The following are the requirements needed for new LTOPF application: filled out and notarized LTOPF form, National Police Clearance or National Bureau of Investigation (NBI) Clearance, Birth certificate or Local Civil Registry Certificate, proof of income or proof of billing under the name of the applicant (or Barangay Clearance indicating for LTOPF purposes), photocopy of 2 valid IDs, Certificate of Gun Safety and Responsible Gun Ownership seminar, Neuro-Psychiatric Test and Drug Test from Philippine National Police (PNP) Health Service.

Meanwhile, renewal applicants need to bring the filled out and notarized LTOPF form and a National Police Clearance and for Firearms Registration, applicants need to fill out the registration form and bring their valid LTOPF.
