LINGAYEN — Keyplayers of the Provincial Disaster Risk Reduction and Management Council (PDRRMC) have convened on July 4 for preliminary talks in a bid to establish proper, timely and effective system for disaster response.

 

The specific functions and responsibilities of PDRRMC member agencies and institutions during disaster response were presented for information and review during the disaster cluster meeting held at the Narciso Ramos Sports and Civic Center Administration building conference hall.

 

Avenix Arenas, local disaster risk reduction and management officer IV, said: “The PDRRMC shall finalize the particular duties and responsibilities of disaster response clusters, which will be approved and endorsed by our PDRRMC Chairman, Governor Amado I. Espino III through an executive order.”

 

Once finalized, the duties and responsibilities relevant to disaster response will become a standard operating procedure which shall be followed by PDRMMC member agencies and institutions when blue or red disaster alert status of the province will be raised.

 

Disaster response clusters include: food and non-food items; health; protection, camp coordination and management; logistics; emergency telecommunication; education; search, rescue and retrieval; management of the dead and missing; law and order; and clearing operations.

 

Also presented during the meeting were the Emergency Response Preparedness, and the Inventory of Disaster Response Cluster Resources.

 

It was learned that as part of levelling up the disaster response capability of the province, PDRRMC keyplayers have undergone trainings on the Incident Command System 1 and 2, and Emergency Operations Center.

 

The disaster cluster meeting forms part of the Oplan Kahandaan sa Tag-ulan at Bagyo, an operational plan on disaster risk reduction and management which is activated at the onset of rainy season.
